Smart Tehran Program (STP) is a program to transform Tehran into a more sustainable & livable smart city for all citizens, visitors, and businesses. In STP vision, Smart Tehran is a livable and sustainable city for everyone with engaged collaborative citizens, and a city with higher quality of life, more efficient mobility systems, and integrated infrastructure with effective urban management and dynamic economy.
Smart Tehran Center (STC) is the main responsible body for planning and defining the projects and monitoring the progress and integration of the projects under the STP. It is also functioning as the main regulator for Smart Tehran based on the fifth-generation ICT regulation (G5).
Meanwhile, Smart Tehran Strategic Council is the main smart city policymaking. The Mayor of Tehran is the chairman of the Council and CEO of Tehran Municipality ICT Organization (TMICTO) is the secretary of the council, respectively.
Based on Tehran’s Key Challenges and Priorities of Islamic City Council of Tehran, the High-level Plan for Smart Tehran was defined with a practical approach focusing on several flagships and PoC projects and providing lawful, regulatory, legal, security, and executive guarantees being necessary for investing and developing innovative smart city services.
Moreover, STP enables Tehran to foster collaboration by attracting engagement of all stakeholders in the smart city ecosystem including citizens, businesses, innovative groups, policymakers, regulators, decision-makers, and investors.
STP involves a shift away from silo-based delivery of Tehran city services towards an innovative, integrated, open, and shared data approach. Indeed, in STP vision, Smart Tehran is a livable and sustainable city for everyone with engaged collaborative citizens, and a city with higher quality of life, more efficient mobility systems, and integrated infrastructure with effective urban management and dynamic economy.
STP includes five initiatives of projects including:

- Smart Mobility
- Smart Environment, Energy and Safety
- Municipality Digital Transformation
STP integrates all the projects in these initiatives in the Tehran Municipality to reach the final KPIs set for the program.
